As introduced, SB 237 would add to Food & Ag Code Section 30652 providing allocation of dog license revenues,
a new subsection (e) "Fifth, to pay for initial and in-service training for persons charged with enforcing
animal control laws, including animal control officers," and amend Penal Code Section 830.9 to mandate additional
training and continuing education for animal control officers who are not peace officers and will have powers to
arrest and serve search warrants.

As introduced, SB 716 would amend PUC Code. As amended,this bill would, beginning January 1, 2018, additionally
provide that abusive behavior toward the elephant includes the discipline, management, or training of the elephant
by specified methods, including the use of a bullhook, ankus, guide, or pitchfork. By expanding the scope of a
crime, the bill would impose a state-mandated local program.

or cat that has been used for those purposes, shall first offer the dog or cat to an animal adoption organization
or animal rescue organization.

of, any peace officer in the discharge or attempted discharge of his or her duties) applicable when those acts
are carried out against a horse or dog being used by, or under the supervision of, a volunteer police observer
in the discharge or attempted discharge of his or her assigned volunteer duties. The bill would also require a defendant convicted
of those acts to pay restitution for a horse or dog that is used by or under the supervision of a volunteer police
observer, as specified

abuse violations; the fine to be deposited in a Victim Abuse Fund,
administered by the Veterinary Medical Board. The VMB shall use the
money to compensate the owner or caretaker of animal(s) that requires
medical care, rehabilitation, or recovery. The VMB may promulgate
regulations. The violator shall be ordered to counseling.
